Dawn Alley, Ph.D., is Head of Scale at IMPaCT Care, a public benefit corporation scaling evidence-based community health worker programs to improve health equity and drive health care value. She has a 20-year career of leadership in population health research, health policy, and health care delivery in both the public and private sector. She has held federal leadership roles including Chief Strategy Officer at the Center for Medicare and Medicaid Innovation, Senior Advisor to the U.S. Surgeon General, and Executive in Residence at ARPA-H.

Melanie Bella has spent her career focused on transforming care for complex and costly populations in the Medicaid and Medicare programs with experience at all levels of government and in the private sector. She is an Executive Advisor with Cressey & Company and served as Chair of the Medicaid and CHIP Payment and Access Commission (MACPAC), a non-partisan agency that advises and makes recommendations to Congress, the Secretary of the U.S. Department of Health and Human Services, and the states.

Don Calcagno serves as the Senior Vice President of Enterprise Population Health at Advocate Health, where he is responsible for overseeing population health initiatives to enhance care quality and affordability. This role including reducing the administrative burden on clinicians in improving patient outcomes while aligning financial rewards for performance. Additionally, Don is the President of Advocate Physician Partners, which consists of a highly-regarded, nationally recognized network of 4,500 Clinically Integrated Networks (CIN). He manages over 2.4 million value-based lives spread across more than 110 value-based contracts and $1.6 billion in capitated contracts in six states and 15 networks, including CINs, Accountable Care Organizations (ACOs), and employed networks. Under his leadership, Advocate has achieved national prominence in value-based care, operating one of the most successful Medicare Shared Savings Program (MSSP) ACOs with more than $762 million in total savings.

Abigail Chance is a Professional Staff Member at the Ways and Means Health Subcommittee (Majority), where her portfolio is primarily Medicare Part B, including value-based payment systems. Prior to joining the Committee, she was the inaugural Congressional Fellow at Paragon Health Institute and worked in the Office of the Speaker. Before working in Congress she was a Policy Analyst at America First Policy Institute, where her areas of research focused on prescription drug pricing and promoting affordable health insurance models, among others. She was also a research associate at The Heritage Foundation, where she worked on analyzing participation trends in the individual health insurance market and advancing public-private partnerships in public health. She holds a Master of Arts and a Bachelor of Arts in political science from Miami University in Oxford, Ohio.

Natalie Davis has worked for nearly two decades shaping and implementing American health care policies to improve the lives of all people. In 2018, she and fellow national health care leader Andy Slavitt launched United States of Care to ensure that everyone in the country has access to quality, affordable health care regardless of health status, social need, or income. She is relentless in her person-centered approach to building health care solutions and has a history of building partnerships – with organizations, patient advocacy groups and everyday people – that work to create positive change in our country’s health care system.

Dr. Victoria DiGennaro is a practicing family medicine physician at Pioneer Physicians Network (PPN) in Akron, Ohio. She serves as CEO of PPN and as executive medical director over 7 markets in Ohio and Kentucky for agilon health. Dr. DiGennaro serves on several boards including Paradigm Senior Health Connect, the agilon health network advisory board, and as chair of the medical advisory board of Herself Health.

Dave Dirks is the Vice President of Strategy at Intermountain Health, leading the development and implementation of transformative strategies within the organization. His leadership has been instrumental in shaping key initiatives such as the launch of Castell, Intermountain’s population health management company, Civica, a non-profit generic drug manufacturing company, and many other partnerships that advance value-based care. Dave’s visionary approach has also facilitated Intermountain Health’s successful expansion into new markets across the Intermountain West. Recognized as one of Modern Healthcare’s top 25 innovators and a Utah Business Healthcare Hero, he continues to drive positive change in the healthcare industry.

Dr. Olaoluwa “Laolu” Fayanju is the Chief Medical Officer of Sage Health. Dr. Fayanju is a family doctor and health equity champion, committed to scaling high-quality, patient-centered care. With a career rooted in clinical excellence, healthcare innovation, and leadership in value-based care for nearly 10 years at Oak Street Health and RubiconMD, Dr. Fayanju has focused on expanding access by leading market expansions and clinical product development, improving health outcomes for underserved populations while driving equitable, and innovating care delivery.

Clive Fields, M.D., is a board-certified Family Physician with more than 30 years of clinical practice. In 2013, he co-founded VillageMD a Primary Care centered multi-specialty physician group focused on delivering high quality clinical results at a lower total cost. VillageMD documented success in quality and cost across all payors including Medicaid, MSSP and ACO REACH. Dr. Fields designed, led, and implemented the VillageMD clinical model working with 5,000+ Providers across 15 states providing care to more than 6 million patients.

Catherine Hayes serves as Executive Director of the GOP Doctors Caucus, where she leads initiatives to strengthen the voice of health care professionals in Congress. In this role, she works closely with Doctors Caucus members, House leadership and key committees to advance healthcare solutions that protect the doctor-patient relationship and improve access to care.

Narda Ipakchi, MBA, is Vice President of Policy for The SCAN Foundation. Narda is an experienced health and aging policy professional with deep expertise in policies and programs that support older adults, including Medicare, Medicare-Medicaid integrated programs, and long-term services and supports. Prior to joining the Foundation, she served as the Medicare & Medicaid Policy Director for the United States Senate Aging Committee, under the leadership of Chairman Bob Casey of Pennsylvania. In this role, she advised the Chairman on key issues impacting older adults and people with disabilities, including nursing home policy changes, expansions in home and community-based services, Medicare prescription drug policy reforms, and Medicare-Medicaid integration.

Ali Khan, MD, MPP, FACP is a practicing general internist and the Chief Medical Officer, Medicare at Aetna/CVS Health, where he advances strategies, policies and programs that drive the delivery of clinical excellence, clinical impact and superb member experience for Aetna’s over 11 million Medicare members nationally.

He joins Aetna from his prior role as Chief Medical Officer, Value Based Care Strategy at Oak Street Health, where he led efforts in managed care strategy, medical management, clinical design, workforce development and public policy. Ali joined Oak Street Health in 2019 as Executive Medical Director of the eight-state, 60+-center Heartland Division and continues to practice general internal medicine at Oak Street’s clinics on Chicago’s West Side.

Madeleine Konig is a Senior Policy Analyst in the American Heart Association/American Stroke Association’s (AHA/ASA’s) Public Advocacy office in Washington, DC.  In this role, she is responsible for translating the AHA/ASA’s scientific research findings into policy statements and position papers that guide local, state and federal advocacy efforts.  She leads a policy portfolio including health information technology (HIT), quality improvement, systems of care, delivery and payment system reform, palliative care, drug and pharmacy, and workforce development.

Rep. Darin LaHood (R-IL) represents Illinois’ 16th district and has been serving in Congress since 2015. An Illinois native, Rep. LaHood was born in Peoria, IL and represents parts of his hometown in Congress today. His father, Ray LaHood (R-IL), was Secretary of Transportation during the first Obama Administration and represented the 18th district of Illinois from 1995 to 2009. Rep. Darin LaHood attended Loras College in Iowa for his undergraduate education, and then received his Juris Doctor from the John Marshall Law School in Chicago. From 2011 to 2015 LaHood served in the Illinois Senate.

Kristen McGovern has been at the forefront of federal health care policy and politics for more than fifteen years. As a partner at Sirona Strategies, she works with senior corporate executives to develop integrated business, advocacy and communications strategies that reflect complex health care policies and regulations. She regularly advises clients on a range of topics including commercial insurance markets, Medicare, accountable care organizations, new payment and delivery models, digital health, behavioral health, transparency initiatives and more.

Andrew McKechnie served as policy advisor to Senator Chuck Grassley (R-IA) when he was Ranking Member of the Senate Finance Committee. In that role with Sen. Grassley and the Finance Committee, Andrew worked extensively on multiple issues related to the Affordable Care Act (ACA), Medicare reforms, and general health policy. Prior to his time at the Senate Finance Committee, Andrew worked for former Sen. Norm Coleman (R-MN) and former Rep. Jim Ramstad (R-MN), a senior member of the Ways and Means Committee.

Michael Millie, M.D., MBA currently serves as the Chief Medical Officer for HarmonyCares, the nation’s oldest and largest home-based care continuum for complex and homebound patients. He has been in this role for just over three years. Prior to joining HarmonyCares, Dr. Millie served as the Chief Clinical Officer for Optum, Northwest. In this role he had accountability for the full risk business in Washington and Oregon. This consisted of Medicare Advantage, Dual Eligible, full Medicaid risk and ACO’s. This population grew from less than 40k members to more than 200k during his tenure.

Farzad Mostashari, M.D. has spent his career at the forefront of healthcare policy and health information technology. Dr. Mostashari is the former National Coordinator for Health IT at the Department of Health and Human Services, and served as a distinguished expert at the Brookings Institute’s Engelberg Center for HealthCare Reform. Prior to his work at the Office of the National Coordinator, he founded the NYC Primary Care Information Project, which equipped 1,500 physicians in underserved communities with electronic health records.

Dr. Don Rucker is Chief Strategy Officer at 1upHealth which provides scalable serverless FHIR data pipelines. He served as the National Coordinator at ONC where he led writing the 21st Century Cures Act Interoperability Rule giving patient apps access to their EHR data. He pioneered the Bulk FHIR standard which enables EHR “big data”. He co-developed the world’s first Windows-based EHR. Dr. Rucker reformed physician CPT4 documentation for 500 million US physician notes a year. He has practiced emergency medicine for 30 years. He is Board Certified in Emergency Medicine, Internal Medicine and Clinical Informatics. He holds an AB from Harvard, an MD from UPenn and MS and MBA from Stanford.

US Representative Raul Ruiz, M.D. achieved his lifelong dream of becoming a physician through public education. After graduating from Coachella Valley High School, Dr. Ruiz graduated magna cum laude from UCLA. He went on to Harvard University, where he earned his Medical Degree, as well as a Masters of Public Policy from the Kennedy School of Government and a Masters of Public Health from the School of Public Health, becoming the first Latino to earn three graduate degrees from Harvard University. He completed his Residency in Emergency Medicine at the University of Pittsburgh and a Fellowship in International Emergency Medicine at Brigham and Women’s Hospital. During his training, Dr. Ruiz served as a consultant to the Ministries of Health of both Serbia and El Salvador.

Marisa Salemme is a Senior Health Policy Advisor for the majority staff on Senate Finance Committee, covering Medicare Part B issues. She joined the committee from Senator Chris Murphy’s office, where she served as Health Policy Advisor. Prior to Senator Murphy’s office, Marisa was Legislative Director for Congresswoman Ann McLane Kuster, a senior member of the Energy & Commerce Committee. Marisa earned her MPH from George Washington University.

Anand Shah, M.D. is the CEO of Aster Insights, the leader in scientific and clinical intelligence for oncology discovery. Dr. Shah is a nationally recognized physician leader and health policy expert with extensive healthcare experience as an industry leader, physician, and in the senior-most levels of the U.S. government. He was an Operating Advisor at global investment firm Clayton, Dubilier & Rice. Dr. Shah developed and identified investment opportunities in the healthcare industry with a focus on pharmaceutical and health care services, including the provider, payer, and HCIT sectors. He also served as an advisor to the firm’s portfolio companies. He was previously the Deputy Commissioner for Medical and Scientific Affairs at the U.S. Food and Drug Administration (FDA).

Erica Socker helps develop and manage strategic investments in Health Care. Prior to joining Arnold Ventures, she worked at the White House Office of Management and Budget, where she directed the Health Division’s quantitative work to advance policies for the president’s budget, federal regulations, and legislative proposals. In this role, she analyzed proposals related to the Affordable Care Act (ACA), worked to improve ACA-related guidance, and developed strategic plans to expand the division’s analytical capacity.

Hemi Tewarson JD, MPH is the executive director of the National Academy for State Health Policy (NASHP), a nonprofit and nonpartisan organization committed to improving the health and well-being of all people across every state. At NASHP, Hemi leads an organization that is at the forefront of engaging state leaders and bringing together partners to develop and advance state health policy innovations.

Srin Vishwanath is the Founder and CEO of OPN Healthcare, a specialty MSO that focuses on value-based oncology care. He has developed and managed OPN for 25 years. Initially begun as GreenWave Health Technologies, OPN has grown to offer coverage in 5 states for 1.6 million enrollees through a value-based approach supported by robust data analytics, innovation care approaches, and flexible strategies to align oncology providers and payers.
